Notifications are delivered without subject line and summary except [DLO] 7.6

Hello All,

I already read the article: http://www.symantec.com/docs/TECH215522 and I checked all items mentioned on it (all are OK and I had not add or change anything of those), but the error still appears.
Do you have another workaround about this inconvenience? 

DLO is 7.6 (migrated from 7.0)

OS: Windows 2008 R2 (64bit)
SQL: SQL 2008 R2 Express Edition x86 (32bit)
