Cross farm recovery is deemed not possible if the original Frontend is not available

The issue is with the Sharepoint Agent using Cross Farm Recovery, so this feature allows the Customer to restore a Web Application from one SharePoint Farm to another. 

After discussing this case with Technical Support, we discovered that a Cross farm recovery is deemed not possible if the original Frontend is
either down or no longer available on the network.
The recovery can either be started on the Master or the Destination Frontend - in both circumstances the connection is made to Master Server which in turn
attempts to connect to the original Frontend.
On the Master Server, bprd receives a number of "getsockopt SO_ERROR returned 10061" before exiting with Status 25.

The restore never initiates after this stage leaving the Admin no other options.

For example we can use this feature for
a)                   Duplicate a similar Web Application to another Dev/Production Farm for testing
b)                   Migrating the new Web Application to a new farm – eg. upgradein hardware
c)                   Original Farm decommissioned/crashed – require new Farm to host Web Application.

Main issue is in step c) – as we require the original/source farm to exist on the network/domain.

We require the ability to run the restore if the original node is no longer contactable, Can this be addressed?
